Potential For Incremental Tax Revenue To Be Plowed Back Into Powder Mountain?

I am wondering how many of you have read this article http://www.sltrib.com/sltrib/news/56274750-78/development-mountain-summit-tax.html.csp or attended the County Commissioners on May 7, 2013, minutes here http://www.co.weber.ut.us/commission/view_minutes.php?minute_id=643&id=1, and can weigh in on specifics.

The Commission minutes are vague but the SL Trib article makes it sound like there is the potential for the incremental tax revenue generated by the development on PM could be plowed right back into PM with little to no benefit to Weber County citizens.
