Ogden Canyon Waterline Project Update
First, SR-39 in Ogden Canyon will be closed to all through traffic tonight beginning at 10:00pm until 6:00am Saturday morning, and again on Saturday night, beginning at 10:00pm until 6:00am on Sunday
morning, in order to install permanent
asphalt in the fourth (and final) phase of construction. During the
hours listed above, all Canyon residents living west of Phase 4
(approximate address: 600 Ogden Canyon) can access their homes from the
west (bottom of the canyon). All canyon residents
living in the fourth phase of construction will be able to access their
homes during the closure, but there may be longer than usual delays
because of the location of the large equipment. Please keep this in
mind as you plan your evening travels.
Also, there were some issues encountered during the
last few days stemming in large part from the high demand related to
the unseasonably high temperatures. As such, the upper (and final)
connection was not completed during the roaming
shutdowns. Because of the issues the contractor has encountered lately
with the temporary water, we would like to complete this connection
sooner, rather than later. In order to complete this connection,
another water shutoff will be necessary. This temporary
water shutoff will only impact those residents living in the third and
fourth phases of construction, and is scheduled for Sunday night, beginning at 9:00pm and will be in effect for approximately 8 hours. Water should be restored by 5:00am on Monday
morning.
If your water is not restored by then, please let us know so that we
can resolve any issues quickly. This will be the final shutoff of the
entire project.
Also on Sunday
night, the contractor will move the traffic control back down to the
mouth of the canyon to begin removing the old temporary asphalt section
and replacing it with 8 inches of permanent asphalt. The contractor
anticipates
that approximately 2,500 lineal feet of asphalt will be removed and
replaced before the 4th of July weekend. The rest will be completed after the 4th of July weekend.
Lastly, beginning at 5:00am on July 4th,
the traffic control will be removed and both lanes of traffic will be
open to accommodate holiday travel. Both lanes will remain open until
9:00pm on July 7th, at which time
the lane restrictions and delays will resume.
Thank you for taking the time to read through this
update. If you have any questions or concerns about this closure or any
other aspect of the project, please let me know.
Best regards,
HORROCKS ENGINEERS

Ogden Canyon Waterline Project Alert:
SR-39 in Ogden Canyon will be closed to all through traffic tonight beginning at 9:00pm until 5:00am Thursday
morning, in order to complete a water service that extends across the
street. The location of this closure will be at The Oaks
Restaurant. During the hours listed above, all Canyon residents living
west of The Oaks can access their homes from the west (bottom of the
canyon). All canyon residents living east of The Oaks can access their
homes from the east (top of the canyon). We
apologize for any inconvenience that this may cause.
Jason M. Allen, P.E.
Public Involvement
Also, remember that in order to complete the paving
section of Phase 4, it will be necessary to have two additional nightly
hard closures at the end of this week: Friday, June 28th (from 10 pm until 6 am Saturday morning), and
Saturday, June 29th (from 10 pm until 6 am Sunday
morning). During the course of this project, Ogden City and Whitaker
Construction have made every effort to keep the Canyon open to all
through traffic on Saturday nights. However, in order to
meet a critical deadline, it will be necessary to close SR-39 to all through traffic this Saturday night according to the hours listed above. We apologize in advance for any inconvenience that this may cause.
If you have any questions or concerns about this closure or any other aspect of the project, please let me know.
Best regards,

Ogden Canyon Update
Dear Ogden Canyon Waterline Stakeholders,
Installation of the 24-inch main waterline has been
completed. There is still some work to do in order to get the main
line in service and restore individual connections, but the 24-inch line
is completely installed. Whitaker Construction
will be chlorinating and testing the Phase 4 pipe over the next few
days, and get it ready to be back in service on Monday. As such, there will be a few water shutoffs and hard closures of traffic over the next week. They are as follows:
o
This shutoff will affect residences east of The Hermitage subdivision. The contractor will begin draining the line at 5:00pm in order to fully reconnect the new 24-inch main line and put it back into service. Water should be
restored by 5:00am on Tuesday morning.
·
Tuesday, June 25, 2013 – Roaming Water Shutoffs
o
Beginning at 7:00am on Tuesday, June 25, through 7:00am on Thursday, June 27,
there will be roaming water shutoffs for all the residents located
within the fourth phase of construction. These shutoffs will last for a
maximum
of 6 hours, and there will only be one shutoff per connection. The
purpose of these shutoffs is to fully restore the water service
connections that are currently on temporary water.
·
Monday, Tuesday, and Wednesday nights, June 24-26 – Canyon Closed to Through Traffic
o
SR-39 in Ogden Canyon will be closed to all
through traffic on these nights in order to connect each of the 8-inch
water services that extend across the roadway. The exact locations of
each closure depend upon the amount of work
completed each night. We will provide more information before each
closure to explain the location in order to help Canyon residents living
in the fourth phase of construction determine the proper route of
travel.
Looking Ahead:
At the end of next week, the contractor will move
back down to the first phase to begin removing and replacing the
temporary asphalt. We will send out a notice a few days before this
happens detailing the process and explaining the anticipated
timeline for completion.
We want to thank everyone for your patience during
this project. We understand that this has been an inconvenience to a
lot of people, and we are grateful for everyone’s help in ensuring the
project’s successful completion.
Best regards,
HORROCKS ENGINEERS

Summit on NPR (National Public Radio)
Guest Post by
Concerned Weber County Resident
I heard this on NPR this morning.
http://www.npr.org/2013/06/18/192674659/why-buy-a-house-when-you-can-buy-a-mountain
NPR is doing some really poor reporting these days.
Huntsville is the nearest incorporated town.
The previous owners worked with lobbyists to change state law that enabled them to try to incorporate a town and hand pick the governing body for that town. Permitted units are based upon the fallout from that fiasco.
They didn't mention the fact that Weber County has placed a bet on an increase in anticipated property tax revenue and provided their good name to enable this group to create a special assessment area and associated bond to the tune of $22.5 million to build roads, utility lines and other things necessary for a large scale development.
They also neglected to interview a single local resident that would be impacted by the increased traffic on local roads, helicopters flying around the valley or any other potential impact from the development that is planned.
This really is nothing more than a nice fluffy PR piece for the Summit Group.

Potential For Incremental Tax Revenue To Be Plowed Back Into Powder Mountain?
Guest Post by Ron Gleason
I am wondering how many of you have read this article http://www.sltrib.com/sltrib/n ews/56274750-78/development-mo untain-summit-tax.html.csp or attended the County Commissioners on May 7, 2013, minutes here http://www.co.weber.ut.us/comm ission/view_minutes.php?minute _id=643&id=1, and can weigh in on specifics.
The Commission minutes are vague but the SL Trib article makes it sound like there is the potential for the incremental tax revenue generated by the development on PM could be plowed right back into PM with little to no benefit to Weber County citizens.
Some information on Community Development Area(s) can be found at

Thanks in advance
